Clean energy loans questioned by some federal agencies

PACE loans are quick personal loans that cities provide to homeowners, otherwise known as the Property Assessed Clean Energy Bonds. Beyond the fact they're intended solely for energy retrofits, PACE loans are also paid off by property taxes. 3 other federal agencies, the Federal Housing Finance Agency, Fannie Mae, and Freddie Mac have all joined forces to try and remove these loans from the market.

The administration of PACE loans

Considered "bond backed loans," PACE loans are administered by city governments. The homeowner applies for finance loans in order to make energy improvements to the house. The city then turns around and sells these loans as bonds. The loan is paid off by adding the payments to the property taxes. Because the energy-use improvements stay with the house, the payments stay with the house also. Making improvements to a home could be expensive, but this program helps personal payday installment loans find their way to the homeowners. The federal stimulus package helps provide the money to get these programs going.

The conflict with PACE loans

Why are some federal agencies against these PACE loans? If a homeowner has these PACE loans, the other agencies might not get as much money. If a mortgage enters default or foreclosure, the bank or mortgage holder can try to sell the house to make back its money. Taxes and liens on the property have to be paid before the house can be sold by the mortgage lender. PACE loans are paid as part of the taxes, so this loan gets paid off before the mortgage lender.

Are PACE loans really at risk?

No federal agency has yet taken action to shut down PACE loans, officially. The standards for mortgage short term loans programs where PACE is accessible, though, are being tightened. The PACE program has gotten a letter written by Henry Waxman and Barney Frank "urging officials to work together quickly to resolve the uncertainty".

Join us for a special panel discussion in which attendees will learn the importance of managing different generations in the same workplace. Utilizing a panel made up of participants from three different generations (Boomer, Gen X and Gen Y), the seminar will share how intergenerational confrontation can become a positive interaction. Also learn how to effectively coach and manage intergenerational teams to maximize their performance and how to motivate employees and promote winning behaviors. This event is pending approval for HRCI credit (one hour).

Moderator Bio:

Peter Lund is a founding partner of Gen Cubed, a generational management consulting firm. Peter specializes in Gen Y and Millennials with an HR and management focus. Peter regularly speaks to groups on a local and regional level regarding the challenges organizations face with multigenerational workplaces. Prior to starting Gen Cubed, Peter was a partner at InsYght Consulting, a generations consulting firm. Peter holds a B.S. degree in political science from Emory University.

Q. What are your impressions of the entrepreneurial community in the Northwest? How would you like to see it grow/change.

A. There are a lot of people and organizations in the Portland area that want to see entrepreneurs succeed. OEN is one such organization that provides great educational tools for the entrepreneur, access to people who have been successful in Portland as well as assists with several avenues to funding. I would love to see it continue on its current path and in particular help drive as many new funding opportunities for new Northwest companies as possible. The companies still have to be viable of course, but the more opportunities for funding the better.

Q. How are you involved in the entrepreneurial community and how has it helped shape your business?

A. We participated in Angel Oregon and are a member of the OEN. We also have found many mentors and past entrepreneurs here in the Portland area willing to give advise and help. Each presentation we do or meeting we have helps us to continue to refine our strategy and focus.

Q. How does OEN assist you/how are you specifically benefiting from the organization?

A. We have met with both the OEN employees/organization itself as well as countless individuals who are paying members of the OEN. All have helped us to become better presenters and have asked a number of questions that help us to continue to scrutinize our own business and improve our strategy. Almost everyone we have dealt with as an OEN employee or member seems legitimately interested in seeing Wicked Quick succeed.

Q. What are your favorite websites/magazines/events/ organizations that you read/attend to keep yourself informed about the business community/your specific market?

A. Retail Forward (website / news), Label Networks (website / news), www.iconoculture.com, www.Boardistan.com, Inc magazine, New York Times.

Q. Do you have any advice for aspiring entrepreneurs?

A. This is a time of opportunity. While getting business done in this environment may seem harder realize that the reset button has just been hit which means for many companies this is just the beginning. Conserve cash now but stay well positioned and focused and good things will happen.

WeoGeo is an innovative file management an exchange service built for the spatial data industry. Their customers, who include surveyors, engineers and more, can rapidly store, search and transform their professional data files with the "WeoGeo Library." This service is provided with a flexible payment plan that can dramatically reduce infrastructure costs. Founder and CEO, Paul Bissett was recently a featured entrepreneur in Oregon Biz Report and spoke with OEN about the entrepreneurial community in Oregon and how OEN helped him and WeoGeo.

Q. Please provide a brief description of your company. How long has your product/service/company been in the market?

A. WeoGeo is building the world’s richest and most accessible library of maps and engineering files, through an advanced storage and delivery system for professional documents. We provide tremendous costs savings for our customers with a Software-as-a-Service solution for content management. This solution is combined with a professional content marketplace, similar to the "iTunes Store", that creates new revenues opportunities for these customers.

Q. What business opportunity or challenge led you to develop your product or service? How does your product or service meet that need?

A. Digital maps and CAD drawings are typically large (gigabytes to terabytes in size) and often have unique file formats that are difficult to store and index. This makes finding these files across an enterprise’s network difficult, and costly. Today’s file management solutions call for expensive software (>$40,000) that is hosted on expensive servers (>$30,000), which are maintained by expensive personnel (>$100,000 per year per employee). File storage costs alone for larger organizations with traditional IT departments can cost $2 to $4 per gigabyte per month. These outsized expenses are ripe for a disruptive approach to dramatically reduce infrastructure and personnel overhead.

WeoGeo breaks the current expensive solution set with a managed product, the WeoGeo Library, that reduces the costs of file storage, search, and content delivery. The managed product comes in two flavors – (1) an enterprise rack-mountable appliance, and (2) a scalable, hosted content Software-as-a-Service (SaaS) solution built upon Amazon Web Services (AWS). Our solutions provide a reserve library system for companies to manage their company-wide professional documents and drawings. File management and access control services are controlled via a simple-to-use browser-based console. Our file security and access auditing features create an efficient internal and regulatory system of record for digital assets. And for maps and drawings that have a high resell potential, we provide global search and discovery across all our open access products to create a digital marketplace, the WeoGeo Market, of professional content. We provide cost savings and new revenue potential to our current enterprise customers, including universities, state agencies, and aerospace companies, as well as our new Small and Medium Enterprise (SME) customers.

Q. What are your impressions of the entrepreneurial community in the Northwest? How would you like to see it grow/change?

A. We recently moved our company from Tampa, FL to Portland, OR to be a part of this entrepreneurial community, so we are very excited about the Northwest. The only thing we would like to see happen is for more people to come here and be successul.
